2003 Redmond West Invitational Baseball Tournament

GENERAL RULES & INFORMATION

The tournament rules will be those rules adopted and in effect for the 2003 baseball season of Redmond West Little League except that the following special tournament rules will supercede and take precedence.

 

Pitching

 ALL Levels!

For pool play (not including Championship rounds):

-2 innings MAX per game per player.

-5 innings MAX total per pool play per player. (i.e.-no player will be able to pitch more than 5 innings during the pool play which precedes the championship round).

-Back-to-back AND consecutive games allowed. Just be cautious of 2/5 inning max.

For Championship rounds:

-3 innings MAX per game per player.

-4 innings MAX total for all games in the championship round per player.

 

SPECIAL 9 YEAR OLD DIVISION rules:

Coach pitch is Modified:

-Coach pitchers will NOT enter the game unless 2 walks have been recorded (per inning). Ex: Bobby Joe strikes out the 1st batter. He walks the 2nd batter. The 3rd batter is walked. He strikes out the 4th batter. 2 outs...he throws 4 ball's to the 5th batter. Coach pitcher comes in. Regardless of the # of outs or runners on base, the Coach pitcher cannot enter UNLESS 2 walks have been recorded that inning.  He pitches all 'walks' from that point on (per inning).

-All Coach Pitchers MUST PITCH FROM THE RUBBER! NO EXCEPTIONS!

-No walks will be generated by the Coach Pitcher.  Once a Coach Pitcher starts to pitch to a batter,  the batter must either hit the ball or strike out or advance on a hit-by-pitch.

 

Base Stealing:

There are no limitations on base stealing (i.e.-you can advance upon any ball in play), except as follows:

 -no runner can advance to home unless the ball is put into play by a hit pitch or unless the batter is hit-by-pitch by any pitcher while the bases are loaded.  It will be the responsibility of the plate umpire to determine excessive or abusive hit-by-pitch situations.  In any case, there will be a maximum of 2 runs allowed per team per game for hit-by pitch advances when a coach is pitching.

 

Playing Time

ALL LEVELS

As with RWLL rules:

-All players present must be on the roster and must be in the batting order for the entire game.

-All players MUST play a minimum of 4 defensive innings per game of which 2 must be played as an infielder.

Exception:

-teams with 13 or more players on the game roster for at least 3 defensive innings may reduce the minimum number of defensive innings played to 3 innings per player for that game.

-If the previous game was abbreviated and the minimum requirements of 4 defensive innings and 2 infield innings weren't met for any rostered player for the entire game, that player must be allowed to make up the missed minimum defensive innings within the first 3 innings of the subsequent game, in addition to the current game requirements.

 

PENALTY

 

Failure to meet or abide by the tournament rules will result in a forfeiture of the game. If controversies occur over the interpretation of the rules, only the Tournament Committee will have final say and authority regarding resolution. ALL decisions will be final and have no recourse.

 

For games that are forfeited (for any reason), the score will be recorded as a 0-1 loss to the forfeiting team, unless the forfeiting team was behind in the game, in which case the recorded score will be the final score showing actual runs for and against.

 

Umpire Assignments

If a team misses (no show) an umpire assignment by not providing at least a plate umpire for their assigned game, they will be penalized as such:

-an additional 10 runs will be recorded as scored against them with regard to determining advancement to the championship rounds.

 

Advancement

 

Each age division will have 2 pools, from which the top two teams in each pool will advance to the championship round.  The top two teams that advance to the championship rounds will be determined by the following criteria, in order of relevance:

 

1) Win/Loss Ratio

2) Head-to-Head competition

3) Least # of runs scored against

4) Run differential

5) Least # of strikeouts against

6) Coin-toss

 

If there are an uneven number of games played by teams in contention for advancement due to rainouts or otherwise, then the tournament committee will determine the advancing teams or may determine that no championship rounds will be played in a particular division as deemed appropriate in their judgment.

 

Rainouts may or may not be made up depending on practical and logistical considerations.  No game is guaranteed by the tournament organizers, Tournament Directors, tournament committee or any participating league.

 

These special tournament rules have precedence over any conflicting rules.  All rules are subject to interpretation and change only by the Tournament Directors or the tournament committee.  The Tournament Directors or the tournament committee can change any rule or procedure as deemed appropriate in their judgment.
